Early
works
The Early Works planning application seeks consent for site establishment works. These initial works are required to make the site suitable to facilitate the future redevelopment of the old Sydney Fish Market.
Subject to approvals, early works are expected to start in 2027 and will be carried out in stages, moving from early site investigations through to shaping of the land.
What's proposed as part of early works?
Temporary support structures and site investigations, including heritage or archaeological investigations if required, and removal of select trees where necessary.
Identify, excavate and remove unsuitable materials from site in line with environmental approvals and remediation requirements.
Excavate natural material, reuse suitable material where possible, and establish the levels required for future development.
Together, these works prepare the ground conditions, services and levels for the next stages of the Blackwattle Bay renewal.
Remediation and sustainable material use
Remediation will be delivered through staged SSDAs and carried out in line with approvals, consent conditions and the remediation management plan.
Removal of unsuitable materials from site.
Supports excavation, site preparation and safe reuse of materials within the site.
Controls for noise, dust and traffic, with independent monitoring in place.
Reduce importing and exporting materials where reuse is possible.
Move suitable material to other parts of the site where it can be safely used.
Use excavated material to create levels for future roads, public areas and buildings.
Managing and mitigating potential impacts
As with the renewal of any site, effective management and mitigation of impacts is paramount to minimise disruption to the surrounding community.
The site establishment early works (and all subsequent approved works) will be conducted in accordance with a detailed construction management plan, which will establish specific controls to manage impacts throughout the works.
Management controls will cover:
- Noise and vibration
- Waste
- Air quality and dust
- Archaeology
- Construction access and transport

- Works notifications ahead of any significant or disruptive activities, including details on timing, duration and what to expect
