Planning for the redevelopment of Blackwattle Bay has been led by the NSW Government over several years, informed by detailed technical studies and extensive community consultation.

Through this process, a long term planning framework was established for the former Sydney Fish Market site, setting the overall vision and guiding parameters for how the precinct can evolve. Mirvac is now progressing detailed planning within this framework as the project moves into its next phase.

Infrastructure NSW rezoning

Infrastructure NSW (INSW) led the rezoning of Blackwattle Bay and the development of the planning controls that now guide future development of the site.

Between 2017 and 2022, INSW undertook:

• Detailed technical investigations across planning, transport, environment and infrastructure

• Multiple phases of community and stakeholder consultation

• Formal public exhibition of a State Significant Precinct rezoning proposal

This work resulted in the site being rezoned by the NSW Government in December 2022, setting the planning controls to enable a mixed use waterfront precinct, including public open space, housing and commercial uses.

Mirvac as development partner

After a competitive tender process, Mirvac was selected by Infrastructure NSW as the preferred development partner in February 2026.

First planning steps

Mirvac is now working in partnership with Infrastructure NSW to prepare planning applications for the project. Planning applications for the former Sydney Fish Market site will be progressed in stages.

The first phase of planning applications will include:

• Delivery of the foreshore promenade and boardwalk

• Enabling infrastructure to support future development

Future stages will include planning applications for the overall masterplan including the buildings within the precinct.

How did we get here?

INSW rezoning Engagement - 2017

INSW commenced investigations and early community consultation to establish the core masterplanning principles that continue to guide the precinct's development.

INSW rezoning preparation - 2019–2021

Following extensive stakeholder and community engagement, INSW prepared a State Significant Precinct rezoning proposal for the precinct, which underwent formal public exhibition in 2021.

INSW rezoning finalised - 2022

In response to feedback from the 2021 exhibition, INSW released a revised proposal in July. The NSW Government finalised the rezoning in December 2022, establishing the new planning controls.

EOI - 2024

In June 2024, INSW launched an Expression of Interest (EOI) to market seeking a partner to develop the former Sydney Fish Market site. Following submission of the EOI, INSW shortlisted three developers in December 2024. These parties were invited to participate in a more detailed Request for Proposals (RFP) stage.

RFP - 2025

In March 2025, Mirvac started to prepare its Request for Proposal and submitted it to INSW in July 2025. After review of each parties' proposals, Mirvac was announced by INSW as the preferred proponent to redevelop the site on 9 December 2025.

Mirvac as development partner - 2026

On 26 February 2026, Mirvac officially signs as the development partner to renew the former Sydney Fish Market Site.
