Mirvac has been delivering complex urban renewal projects by Sydney’s magnificent harbour for more than 50 years, from the globally acclaimed Walsh Bay residential, arts and culture precinct to Harbourside on the western harbour foreshore. These transformative projects demonstrate our ability to combine creativity with pragmatism, to refashion a place while retaining its heart and soul, so that people are drawn to its midst.

We bring to the table an integrated business model incorporating knowledge across the full property spectrum – design, development, finance, construction, marketing and sales, asset and property management. About INSW

Infrastructure NSW (INSW) is the NSW Government agency responsible for shaping and delivering major infrastructure and urban renewal projects across the state.

At Blackwattle Bay, INSW has guided the long-term vision for the site, overseen its rezoning, and managed the competitive process to appoint Mirvac as development partner. INSW continues to work closely with Mirvac to ensure the renewal delivers lasting public benefit, including improved public access to the harbour.

In addition to leading the tender for Blackwattle Bay, INSW led the development of the new Sydney Fish Market and the upcoming Bank Street Park.

Mirvac Engagement Team

As the project's developer, Mirvac leads community and stakeholder engagement for Blackwattle Bay through its in-house team. Because our team sits within the project, feedback flows directly to the people shaping Blackwattle Bay. We set the overall approach, create opportunities for the community to ask questions and share feedback, and make sure engagement is targeted so key stakeholders are heard and what we learn shapes the project as it progresses.

We work in partnership with L10 Collective to deliver this.

COMMUNITY ENGAGEMENT

L10 Collective

L10 Collective is a specialist communications and engagement consultancy with deep experience supporting complex urban renewal, infrastructure, planning and place-based projects across Sydney and NSW.

For Blackwattle Bay, L10 Collective works alongside Mirvac's in-house engagement team to support the project's approach to community and stakeholder engagement. This includes helping to create clear and accessible project information, providing opportunities for local residents, businesses, community groups and stakeholders to ask questions and provide feedback, and ensuring feedback is captured and considered as the project progresses.

The L10 Collective team brings practical experience working on sensitive and high-profile projects where clear communication, transparent engagement and constructive dialogue are essential.

Our Design Team

MASTERPLAN ARCHITECT

Woods Bagot

Woods Bagot is one of Australia’s oldest architectural practices, with a history dating back to 1869.

Design decisions are driven by a deep understanding of culture, community, and context, a process applied in conceptualising the masterplan for Blackwattle Bay. By researching and understanding the broader human dimension, Woods Bagot creates places that support and uplift a more compassionate, connected and prosperous world.

Woods Bagot produces architecture which is honest, simple and striking. Their mastery of greenery and sustainable design, as well as their sympathy towards industrial architectural styles, makes them well placed to bring Mirvac’s vision for Blackwattle Bay to life.

Woods Bagot has worked closely with Mirvac across a number of projects, including 80 Ann Street in Brisbane - the first building globally to achieve a 6 Star Green Star rating - and the current commercial development at 55 Pitt Street in Sydney.

LANDSCAPE ARCHITECT

OCULUS

OCULUS is an award-winning landscape architect with an interest in creating places that contribute to public life.

Having designed Bank Street Park at the northern end of the Blackwattle Bay on behalf of INSW, OCULUS brings a deep understanding of the bay’s character and context.

That local knowledge has informed a shared vision for a precinct shaped by community activity, and long‑term, sustainable regeneration.

INTEGREATED ARCHITECT

Mirvac Design

Design has been at the heart of Mirvac since it was founded in 1972, by Bob Hamilton, a real estate agent, and Henry Pollack, an architect.

Mirvac’s integrated design capability allows projects to be developed collaboratively as one team, supporting design excellence across large‑scale, city‑shaping developments.

For Blackwattle Bay, Mirvac Design has worked closely with Woods Bagot, contributing deep expertise in urban design, architecture and an understanding of how people experience and use places.

Mirvac Design will play a key role throughout the project, carrying strong design thinking through to delivery and drawing on Mirvac’s experience in complex urban renewal settings such as Walsh Bay, Newington and Harold Park.

ARCHITECT

Studio Bright

Studio Bright is a leading Australian architectural firm based in Melbourne, widely recognised for high-quality, context-driven residential and public projects.

Led by Mel Bright, the firm has garnered numerous national awards, including the prestigious 2025 Robin Boyd Award for the Hedge and Arbour House in Melbourne, which exemplifies their focus on integrating landscapes with firm, sustainable, and joyful design.

Studio Bright have also completed residential projects in Sydney, including 8 Loftus Lane which was awarded the highest award for multi-residential housing at the 2022 National Architecture Awards.

EMERGING ARCHITECT

Second Edition

Second Edition is an emerging research-based architectural practice who we have engaged to design structures on the foreshore promenade using materials salvaged from the former Sydney Fish Market to embed its memory into the new precinct.

Founded on exploring deconstruction and reuse within the built environment through consultancy, material experimentation, prototyping and knowledge sharing, Second Edition upholds the values of Future Done Well.

Working alongside architects, builders and fabricators to deliver projects that are less wasteful, Second Edition explores new ways of working with materials that would otherwise end up in landfill.

PLANNING CONSULTANT

Urbis

Urbis is an interdisciplinary consulting firm with expertise across planning, urban design, social planning, economics and research.

As Mirvac’s planning consultant for the Blackwattle Bay project, Urbis is responsible for leading the planning strategy and navigating the statutory approvals framework to support the timely delivery of public domain and housing outcomes.

Urbis brings significant experience in large‑scale, mixed‑use urban renewal projects and a strong understanding of government processes.

Urbis and Mirvac have a long‑standing working relationship, having collaborated on numerous developments over many years.

In addition to the above, Mirvac is working with a broad range of technical consultants to bring its vision of creating high-quality public spaces and buildings at Blackwattle Bay.

Relevant Mirvac Projects

Mirvac has decades of experience in transforming complex urban sites into vibrant mixed-use precincts.

These projects are where Mirvac’s integrated model is most effective, bringing together in‑house design, development and construction expertise to deliver much‑needed housing - an established priority for government - alongside high‑quality public spaces and a precinct the wider community can enjoy.

 

Harold Park

At Harold Park, Mirvac has reimagined the Harold Park Paceway into a vibrant residential quarter with 1,300 homes across a  diverse range of medium-density buildings and terraces. With a strong heritage focus, the historic Rozelle Tramsheds was transformed into a vibrant retail centre.

Along with supplying high-quality homes, Mirvac dedicated 3.8 hectares of land to City of Sydney for public parkland. 

Harold Park has won a number of awards including the Lloyd Rees Award for Urban Design and the Lord Mayors Award at the 2019 NSW Australian Institute of Architecture awards.

Harold Park was also selected by the Government Architect of NSW as a case study of good medium-density design for inclusion in their housing map.

Harbourside

Due for completion from 2027, Mirvac’s Harbourside precinct will reimagine the Darling Harbour waterfront for the 21st century, reconnecting the site with the people and places of Pyrmont.

Like Blackwattle Bay, this new destination will see a new era in placemaking and mixed-use development on Sydney’s harbour, transforming the former Harbourside Shopping Centre into a major tourism destination and mixed-use development.

 In 2023, NSW Government recognised Mirvac’s approach to Connecting with Country and community on the Harbourside redevelopment as Best Practice. The design of Blackwattle Bay will similarly be led by Country.

Walsh Bay

In 2003, Mirvac completed the redevelopment of Walsh Bay from a once dishevelled Port Jackson locale into a spritely commercial, residential, retail and cultural precinct. Maintaining the area’s rich history, the Sydney Theatre Company, Bell Shakespeare and some 350 apartments and homes are set against conserved old hardwood timbers and other industrial artefacts.
