Masterplan
A Concept Masterplan application is being prepared for the old Sydney Fish Market site and will be lodged with the NSW Department of Planning, Housing and Infrastructure.
A concept masterplan does not approve the detailed design of any building. It sets the framework for the site including building envelopes, land uses and their distribution, floor space, open space, and pedestrian and vehicle connections.
Detailed applications for individual buildings are then assessed against this framework. The first detailed application, for Buildings 3–6, is being prepared concurrently.
*The information presented is current at the time of publication and has been prepared to support community engagement. Planning, design and technical investigations are ongoing, and feedback received through consultation will continue to inform the proposal as it evolves. Details may change ahead of lodgement and assessment of future applications.
What the Concept Masterplan proposes
The proposed Concept Masterplan is the organising framework for the former Sydney Fish Market site. It comprises:
- A mix of four taller buildings above podiums and five mid-rise buildings across the site, incorporating:
- Residential apartments and co-living housing
- A mix of retail, small scale workplaces and community uses
- Cultural and creative space
- Car parking
An internal street network designed to prioritise pedestrians and active transport, including a dedicated cycleway, improved connections throughout the precinct, and convenient drop-off bays/parking. Vehicle access from Wattle Street/Pyrmont Bridge Road and Bank Street.
A mix of uses
Public domain
Over 29,000sqm of new public domain, including parks, open space and streets, and a new foreshore promenade.
Daily needs
Retail, cafés, services and community uses supporting everyday life.
Workplaces
Flexible commercial spaces supporting business and employment.
Creative & cultural
~1,200sqm of space that celebrates culture, creativity and local identity.
Homes
~800 apartments (by Mirvac) and ~600 co-living rooms (by Scape), supporting a diverse and vibrant community.
Movement within and around the precinct
The Concept Masterplan proposes a network of streets, public spaces and connections designed to support safe, accessible and enjoyable movement throughout the precinct. The street network is intended to create stronger connections between the waterfront, surrounding neighbourhoods and key destinations across Blackwattle Bay.
The streets will include:
- wider and more accessible footpaths
- safe walking and cycling connections
- more trees, shade and landscaping
- places to sit, meet and pause
- active ground-floor uses, including shops, cafés and community spaces
- clear links between the waterfront, parks, buildings and surrounding neighbourhoods
- improved access to public transport services and connections
- a shared slow-speed zone along the waterfront prioritising pedestrians and cyclists
- vehicle access, servicing and parking designed to reduce impacts on pedestrians
